Secretary of State's Oral Statement in the House: 6 December
Thank you for your letter of 2 December enclosing your excellent. redraft of the Secretary of State's statement. We have a few small comments only.
First page, 3rd paragraph, penultimate line: "Hong Kongn should more accurately read: "the Hong Kong Special Administrative Region".

Second page. 3rd paragraph. last sentence: speculation that there may have been any secret offers not referred to in the talks,
suggest that the
sentence should read: "We have offered to make important moves in the talks to accommodate Chinese views, without compromising our essential requirements, and conditional on our reaching an acceptable overall agreement."
Second page. ith paragraph. last sentence: not every one of the 48 instruments needs to be amended by July 1994, though all the primary legislation does. We suggest the sentence reads: All the primary legislation needs to be in place by July 1994; some of the more urgent measures need to be on the statute book by February."
