LORD GEDDES TO VISIT CHINA AND HONG KONG, 25 APRIL-4 MAY
Problem
1.
Lord Geddes has written to the Secretary of State to ask for a meeting to discuss the state of our relations with China over
Hong Kong, before he leaves for China (and thereafter Hong Kong) on 25 April. How to respond?
Recommendation
2.
I recommend that Mr Goodlad should offer to see Lord Geddes
and submit a draft reply to Lord Geddes from the Secretary of State suggesting a meeting with the Minister.
Background
3.
Lord Geddes played a helpful part in the House of Lords'
debate on China and Hong Kong last December. But he is, as he
says in his letter, very concerned about the deterioration in
our relations with China over Hong Kong. It would be helpful if
he could be given a thorough account of our position before he
goes to Peking. But we see no reason for the Secretary of State to do this personally.
