The Lord President's Memorandum, with the proposals of the FLG Committee for the 1993-94 session, has just arrived. It will be taken by Cabinet on Thursday. I would be grateful accordingly for your concurrence in the attached draft brief not later than 1600 hours tomorrow (28 April) so that the brief can get into the Secretary of State's evening Box.
2. Pressure on the programme is of course enormous, and the proposed responses to the FLG recommendations take this into account.
3. I should be particularly grateful for contributions from NPDD or ACDD on the passages in square brackets and (if need be) revised versions of the briefing sheets on the Bills in which they have an interest.
