I am writing to you regarding a number of matters which arose during the Inter-Parliamentary Union's 89th Conference which took place in New Delhi from 12 - 17 April 1993. Following past practice, I am seeking a meeting with the Foreign Secretary to discuss a number of detailed matters arising from the Conference but I thought I should draw your attention to some aspects in which you have an actual or potential personal involvement.

I enclose a copy of the note of the meeting which I had with the Indian Prime Minister on 16 April. It was clear from this meeting and those which I had with other Ministers, President, the Vice President and the Speaker, that your visit to India in January had tapped a substantial reservoir of goodwill. It also seems clear that the commercial interests which you promoted together with your accompanying team of businessmen are in a strong position to take advantage of India's current moves towards greater competition, privatisation and the attraction of inward investment.

I am reporting separately to the Secretary of State for Trade and Industry on many of these matters but, meanwhile, I thought I should expand the comments in the attached report regarding the prospects for Hawk. The Prime Minister described his conversation with you as one in which he "went as far as I possibly could in giving encouragement". From my own conversation with the Prime Minister, I gained the impression that the situation may still be viewed in this light subject inevitably to the detailed commercial negotiations.
