Hong Kong/China: Points to Make

1. Mr Hum considers that the points to make as submitted do

not flag up clearly enough the serious disadvantages of

Members of Parliament engaging in discussion about Hong Kong with members of the Chinese National People's Congress.

British parliamentarians would simply be subject to lobbying on lines dictated by the Chinese Government, with no possibility of having any effect on Chinese Government policy

or public opinion.

2.

I therefore submit alternative points to make as follows:

- Saw your suggestion of a joint working

party of Parliamentarians. See considerable disadvantage in the idea. Chinese Government would simply use this as an opportunity to lobby British MPs.

Would not want to complicate process of official talks now underway.
