Points to Make
- As you know, the Government fully supports the approach which
Mr Patten is taking to the question of broadening democracy in
Hong Kong. We believe that the rule of law, buttressed by a credible legislature, is essential to the maintenance of Hong Kong's existing way of life, as promised in the Joint Declaration. Also most important for investor confidence.

We and the Governor have said, from the outset, that we want to discuss arrangements for the 1995 elections with China. We
welcome the fact that talks are now underway. First two rounds
took place in a good atmosphere. But there is difficult ground
still to cover.
- We have gone into these talks with the aim of reaching an
understanding. But not at any price. It remains an essential point for us and the Governor that elections held under British administration should be fair, open and acceptable to the people
of Hong Kong.
If we do reach an understanding with China, the British and Hong Kong Governments will recommend this to the Legislative Council in Hong Kong. It will be for them to pass the necessary legislation.
