1. I submit a draft Private Secretary letter as requested. It provides a summary of the Fourth Round of talks on electoral issues and a note of the next steps which the Secretary of State has already approved. I believe that the draft could therefore be sent to No 10 today, without further clearance with the Secretary of State.
2. I will be submitting separately with advice on strategy in the talks up to the summer break.
