THE QUEEN'S SPEECHES ON THE PROROGATION AND OPENING OF PARLIAMENT
During the Summer Adjournment the Ministerial Committee on the Queen's Speeches and Future Legislation will need to prepare drafts of the Queen's Speeches on the Prorogation and Opening of Parliament for consideration by the Cabinet.
I should be grateful if Private Secretaries would let me have by Friday 6 August the texts of any passages for inclusion in either Speech. Contributions should be very short and clear (the Prorogation Speech does not exceed 1,200 words and the Opening Speech does not exceed 1,000 words) and should give the exact wording of the suggested text. It should be assumed that each of the Speeches will follow the normal sequence with a section on foreign and European Community policies followed by one on domestic policies and legislation. References to legislation are normally confined to the politically more important measures, corresponding broadly to the "programme" category of Bills.
Where material is proposed for inclusion in both Speeches it would be helpful to have a separate sheet for each. Material for the Speeches should be classified CONFIDENTIAL.
I am sending a copy of this letter to the Private Secretaries of all Cabinet Ministers, and to the Private Secretaries to the Law Officers, the Parliamentary Secretary to the Treasury and the Captain of the Gentlemen-at-Arms.
