Viscount Ullswater: In 1990-91, 62 per cent. of those unemployed six months after leaving a youth training scheme were aged under 18 at the time they left their scheme.
ST. HELENIANS: BRITISH WORK PERMITS

How many British work permits have been issued to inhabitants of St. Helena in each of the past three years and how many it is planned to issue in the next three years.

There is no specific number of work permits planned to be issued to St. Helenians over the next three years. However, the maximum number of permits available to St. Helenians under the special dependent territories quota scheme is 35 in 1993 and 30 in 1994, when the scheme ends. Applications for work permits for St. Helenians outside these arrangements will continue to be considered against the normal work permit scheme criteria.
SERB FORCES: GAS ALLEGATIONS

Whether they can confirm reports of the use of poison gas by Serb forces in eastern Bosnia, and if so what further action they propose.
The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey): We have not received any information to confirm reports that Serb forces have used poison gas in eastern Bosnia.

What steps they have taken regarding the future of the 28,000 Iraqi refugees who have been in Saudi Arabia since the 1991 Gulf War.
Baroness Chalker of Wallasey: We support the efforts of the United Nations High Commission for Refugees (UNHCR) who are working hard to hasten re-settlement of the refugees. Under a UNHCR- asssisted resettlement programme that began in October 1992, 3,140 Iraqi refugees have found new homes in 23 different countries, including Britain. A further 3,500 have been accepted for resettlement and await departure.

Whether, in the light of the decision by the United States Government to accept 3,000 Iraqi refugees from Saudi Arabia as
well as the acceptance of substantial numbers by the Nordic countries and Iran, they intend to send a mission to Saudi Arabia with a view to initiating a resettlement programme.
Baroness Chalker of Wallasey: No. The United Nations High Commission for Refugees (UNHCR) are already operating a programme to resettle Iraqi refugees from Saudi Arabia in third countries. Since October 1992, 3,140 refugees have been resettled, the majority in Iran, the United States, Syria, Britain and the Nordic countries; and a further 3,500 have been accepted for resettlement and await departure.

Whether they will request from the United States Government a copy of the report submitted to the US Department of Energy by the weapons control expert Brian Siebert (formerly of that department) in April 1989 on the extent of Iraq's clandestine nuclear weapon procurement network, to assist in the evaluation of the involvement of United Kingdom registered companies in the trade.
