At the office meeting on Hong Kong on 15 March, the Secretary of State agreed to send a Dear Colleague
letter to a wide range of MPs and Peers interested in Hong
Kong.

uses much of the material agreed earlier by the Secretary of State for a contingency draft letter to be sent when we announced talks. It adds a passage from his statement to the
