1. As requested, I submit a letter from Mr Goodlad to Robert Adley in reply to his letter to the Secretary of State of 25 March. As Mr Adley's letter has crossed with a full reply the Secretary of State sent to an earlier letter on 30 March (attached), the draft letter is a short one.
