CHINA: PARLIAMENTARY QUESTION
1. In response to Mr Love's minute of 5 January, I enclose the following briefing material from HKD. (FED are sending you theirs separately) :-
(a) Basic brief with bull and defensive points, plus background note on Mr Patten's constitutional proposals; (b) General bull points on relations with China over Hong Kong;
(c) A few additional points and supplementaries, eg on the airport, contracts and franchises and the economy;
(a) Copies of 4 written questions about Hong Kong put by Sir Thomas Arnold to FCO Ministers in Nov/Dec last year.
