I have seen your exchange of letters with Lynda Chalker and
know that she has replied direct to your letter of 18
December. I will certainly bear in mind my Pliny. While nothing can be certain, our view is that Chris Patten's
proposals are consistent both with the Joint Declaration and
the Basic Law.
