HONG KONG: CALL ON THE SECRETARY OF STATE BY MR JACK CUNNINGHAM

1. Private Office tell us that Mr Cunningham has asked to see the Secretary of State to talk about China/Hong Kong. This is apparently one of a series of discussions on regional issues. The meeting has been fixed for 16 February.

2 I would be grateful if you could coordinate a checklist which will need to be in the Secretary of State's box on 15 February. Private Office asked that this be an up-date on the main issues (they are commissioning material separately from FED; I suggest that we should put up one consolidated checklist). Our part should touch briefly on Mr Cunningham's proposed visit to Hong Kong (John Yaxley has the details) and on the state of play on an FAC enquiry into Hong Kong. suggest that, as regards the debate in the House on Hong Kong, the Secretary of State should simply say that he has no objection in principal, provided that time could be found for

it.
