Rumours of Sino-British talks

We have repeatedly said that we would be willing to discuss the Electoral Arrangements in Hong Kong with the Chinese Government.

- Sensible to try to narrow differences through discussion This is in best interests of Hong Kong, China and UK.

Does this mean U-turn on Governor's proposals

No. HMG's support for the Governor's proposals remains. - will not accept any arrangements which are not fair, open and acceptable to the people of Hong Kong. There will be no secret deals.

Chinese threats to set up some kind of shadow administration and start making unilateral preparations for 1997

Senior Chinese Officials

have recently confirmed publicly that China has no intention of breaching the Joint Declaration or setting up a 'shadow' government for Hong Kong.

They also accepted that Britain is responsible for Hong Kong's administration up

to 1997.
