to ensure consistency of policy. Submissions by the public to the Select Committee of the Legislative Council on the 1995 Election and the Select Committee's views on the issue should act as a basis for selection.
3. The abolition of the appointed seats on District Boards and Municipal Councils should be deferred. This deferment is supported by 18 out of 19 District Board Chairmen, Chairmen of the Municipal Councils and a clear majority of members on these bodies. We believe their views should be accepted.
Detailed discussions between the two governments on the key issues mentioned above are urgently required. CRC calls on the Chinese government to respond positively if such amendments are put forward by the British side.
In the event that the British/Hong Kong governments do not take any initiatives, CRC will table amendments based on the above principles at the appropriate juncture when the relevant bills are put to the Legislative Council. We emphasize that the Legislative Council must be given adequate time to consider any proposed amendment to our electoral laws, and attempt to push through legislation in undue haste will be unacceptable.
While the current impasse continues, Hong Kong suffers. Both Britain and China owe it to Hong Kong to make good the promise of a smooth transition of sovereignty as laid down in the Joint Declaration. Determination and action to resolve the current deadlock together are urgently needed on both sides. A failure to re-establish dialogue between the two sides, regardless of whatever outcome the legislation may take, will result in a serious set back in Sino- British co-operation, rendering a smooth transition for Hong Kong an improbability. CRC urges both governments to do their utmost to avoid such an eventuality.
