London Visit - January 1993
Hong Kong is most concerned about the current impasse between the British/Hong Kong Governments and the Chinese Government triggered by the constitutional reform proposals put forward on 7th October 1992 by Governor Patten. The Co-operative Resources Centre feels duty-bound to put forth these concerns, and to propose solutions which should be acceptable to both sovereign states and the people of Hong Kong.
Over the past decade the people of Hong Kong have been put through tremendous strain as Britain and China worked painstakingly to resolve the problem of history while attempting to find agreement on the many important issues crucial to Hong Kong's continued stability and prosperity. Although the solutions have been slow, we have been patient, and have generally left our future well-being in the hands of both sides, placing our trust in the joint assurances of both governments that Sino-British Joint Declaration and the Basic Law would guarantee a smooth transition through the convergence of political, social, economic and administrative arrangements before and after 1997.
To-day the people of Hong Kong are beginning to voice their concern as they feel that the mutual trust and co-operation between the two governments is being seriously threatened. Already the confrontational attitude adopted by both sides have caused unease, worry and even fear in our community. The uncertainty generated by the controversy over our political future, which all but disappeared after the promulgation of the Basic Law in 1990, has been resurrected. The community is polarized by emotional debate and division. This has dealt a serious blow to the confidence that domestic and foreign investors have in our future. It has also had an unsettling effect on one of our crucial stabilizing factor, the Civil Service, which is understandably more directly affected by the attitude of the two sovereign states.
