Allen Lee and his colleagues will be in London for 3 days (18-20 January). The main purpose of their visit is to meet the Prime Minister, but they will also be seeing other MPs (eg Sir David Steel, Mr Tim Renton and probably Mr Allen Rogers) and
friendly Lords, (eg Lord Marlesford, Lord Willoughby de Broke, Lord Maclehose and possibly Lord Bonham Carter and Lord Judd). They are paying particular attention to the media; their
programme includes an interview on the Today programme and,
possibly, on Newsnight on Monday 18 January; a press conference
at 1.30 on 19 January after their meeting with the Prime
Minister; and daily briefing of the Hong Kong press.
4. In addition to their meeting with the Prime Minister and the
Secretary of State, the group will call on Mr Goodlad (19 January at 16.00) and Mr Wardle at the Home Office. We will
provide Mr Goodlad with additional briefing on nationality
issues nearer the time. After their return to Hong Kong the
group is likely to arrange a meeting with the Chinese Premier,
Li Peng.

The Governor is anxious about the public handling of this
call. He has recommended that the Prime Minister should not
accompany Allen Lee to the door of No 10; I have included this point in the letter. He has also suggested that the Secretary of State should make a point of speaking to the press after attending the call at No 10; Allen Lee will on past form give a
distorted account to the press, and the Governor thinks it
important that we get our version on the record quickly.
