CALL ON THE PRIME MINISTER BY MR ALLEN LEE OF THE COOPERATIVE
RESOURCES CENTRE (CRC), 19 JANUARY (11.45-12.30)
1.
The Prime Minister has agreed to see Mr Lee and a group of his Legislative Council colleagues on the strong recommendation
of Mr Patten (see Hong Kong telno 2872). There are likely to be nine of them in all. The Secretary of State has agreed to sit in for this meeting, as suggested by the Prime Minister. I submit a draft letter from the Private Secretary to PS/NO 10, together with some additional items of background briefing.

Allen Lee wrote a personal letter to the Prime Minister last
month to ask for a meeting to discuss the CRC's concern at the current impasse between Britain and China over Hong Kong. He has since had a meeting with Mr Patten, on 6 January (Hong Kong telno 35), when he handed over a "position paper" which is likely to provide the basis for their talk with the Prime
Minister.
