1. Over lunch on 25 March Selina Chow said that, at the end of the Covernor's appearance before Legco on 12 March, both she and Allen Lee had expected the community to support the Governor's decision to gazette the Bill. But they began to realise that events might not after all turn out that way as soon as they left the Chamber and went to talk to Hong Kong journalists waiting outside. The journalists were all shocked by the news: they had all wanted and expected talks to be announced, yet it seemed that gazetting had made this virtually impossible. The issue on which the talks about talks had broken down was of secondary importance. This was how the community felt too. Above all, they wanted talks. The issue of "Hong Kong representation" was not one on which they were prepared to make a stand, not least
