Dear Mr Hurd,
There is great anxiety and uneasiness among the people of Hong Kong over the prolonged delay in commencing Sino-British talks on Hong Kong's political arrangement for 1994 and 1995. This Alliance is therefore earnestly urging the British and the Chinese Governments to commence negotiations as soon as possible, on the basis of the Sino-British Joint Declaration, convergence with the Basic Law and agreements and understanding previously reached by both governments. Also, we would like both governments to take into ample deliberation the expectations of the people of Hong Kong when taking decisions.
