Since the three elections follow a sequence (first the functional constituencies election, followed by direct elections and then members returned by the Election Committee), we suggest that any unused quota in one election will be allocated to the subsequent election.

About the arrangements for members of the 1995 Legislative Council to continue to function in the first SAR Legislative Council, the Decision of the National People's Congress on the Method for the Formation of the First Government and the First Legislative Council of the Hong Kong Special Administrative Region has this provision: ..If the composition of the last Hong Kong Legislative Council before the establishment of the Hong Kong Special Administrative Region is in conformity with the relevant provisions of this Decision and the Basic Law of the Hong Kong Special Administrative Region, those of its members who uphold the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China, and who meet the requirements set forth in the Basic Law of the Region may, upon confirmation by the Preparatory Committee, become members of the first Legislative Council of the Region."
The Alliance recommends that the National People's Congress should consider Hong Kong people's opinions and draw up discreet, specific, unbiased standards to accord with the above provision, and upon which the Preparatory Committee could base the confirmation procedure to determine who in the 1995 Legislative Council will be able to ride on the through train.
