Functional Constituencies Election
- The delimitation of the newly-created functional constituencies must be based on the principles set forth in the White Papers on the development of representative government in 1984 and 1988. We propose that the new 9 functional constituencies should include the following groups of people: labourers, hawkers, fishermen and farmers, managers and workers in information technology, sports professionals, cultural workers, PRC-funded or PRC-affiliated enterprises, etc.
Electoral Arrangements for Candidates of Foreign Passport Holders & Hong Kong Residents With Right of Abode Overseas

The Basic Law stipulates that "The Legislative Council of the Hong Kong Special Administrative Region shall be composed of Chinese citizens who are permanent residents of Hong Kong with no right of abode in any foreign country. However, permanent residents of the Region who are not of Chinese nationality or who have the right of abode in foreign countries may also be elected members of the Legislative Council of the Region, provided that the proportion of such members does not exceed 20 per cent of the total membership of the Council."
- The apportionment of seats for the SAR Legislative Council members who are foreign passport holders and Hong Kong residents with right of abode overseas is as follows:
a. Functional constituencies
b. Geographical constituencies through direct elections c. Election Committee

After the deadline for nomination, and once the number of qualified candidates of foreign passport holders and Hong Kong residents with right of abode overseas exceeds the quota set for this group, lots will be introduced to determine the placement order.
- After the votes have been counted and if the number of candidates of foreign passports and Hong Kong residents with right of abode overseas securing the majority votes is found to exceed the quota assigned to this group, the placement order previously established by lots will be employed to determine who will be elected.
- If there were to be candidates abandoning their right of abode overseas or renouncing their foreign nationality, the placement order determined by lots will not apply.
