responsibilities under the Joint Declaration for the

administration of Hong Kong and the orderly conduct of the

1994 and 1995 elections. The Governor will have to submit

the draft legislation to the Legislative Council to

consider and pass the necessary laws.

However, our goal remains a smooth transition

preserving the stability and prosperity of Hong Kong

through 1997 and well into the future. We are ready to cooperate with China to achieve this.
