We are dismayed at the decision of the British government to introduce a partial electoral bill into the Hong Kong Legislative Council before reaching an agreement in the Sino- British talks, thereby dashing any hope that the talks can go on to a fruitful conclusion.

Now that convergence is impossible in election arrangements before and after 1997, we can only hope that Britain and China will make their best efforts to cooperate in other areas crucial to Hong Kong's smooth transition.

The Chinese government has assured the people of Hong Kong that it is committed to maintaining the stability and prosperity of the territory, and realizing the principles of "one country, two systems" and "Hong Kong people ruling Hong Kong" enshrined in the Sino- British Joint Declaration.

We urge the British government to fulfill its promise in the Joint Declaration, and put long-term interests of Hong Kong people first when making any policy concerning Hong Kong.

We suggest that the foreign ministers of the two countries should meet as soon as possible to discuss cooperation between the two governments under the new circumstances, for the benefit of Hong Kong.
