At the OMELCO meeting on 8 September 1992 which you attended, you kindly undertook to consider a number of issues. As it has recently been agreed to wind up OMELCO, I am writing on behalf of my LegCo colleagues to enquire if there has been any development on the following points

-

(1) Formal Extradition Treaty between

China and Hong Kong

Has there

You advised that the Chinese and Hong Kong Governments were looking into the matter. been any progress? What about Hong Kong's extradition arrangements with other jurisdictions post-1997 which Members also enquired?

(2) British Nationality Scheme

Are you now in a position to advise what arrangements will there be for the documents and other records relating to the Scheme?

(3) Right of Abode and Nationality for Non-ethnic Chinese in Hong Kong

Has there been any progress on the question of right of abode and nationality for non-ethnic Chinese in Hong Kong? As regards the request for full British citizenship from the wives and widows of former servicemen who served in the defence of Hong Kong, has this been taken up with the Home Office again?
