Committee wrote to Mr Goodlad on 9 December to ask about
developments on a number of issues which have been discussed
by OMELCO.

I submit a draft reply which has been cleared with the
Home Office.

We consulted Hong Kong. They argued that there was no need to go into detail on the questions of extradition and Chinese nationals born outside Hong Kong. But they pointed out that Legco members have been lobbying strongly on behalf
