1. Your minute of 28 April refers. I have read the draft copy of Sir Percy's book and found nothing in it which I consider likely to cause actual damage to Sino-British relations. Indeed, I found the book well-written, interesting, and generally persuasive. As you say in your minute, Sir Percy makes a number of clear and forthright criticisms of China and Chinese policy over the years. However, these are set in a well-argued historical and political context and I see no reason why they should provoke any objection to publication.
