1. The PUS spoke last night to Sir R Butler about Sir P Cradock's memoirs. They agreed that Sir R Butler (and Sir J Coles) should see Sir Percy to persuade him not to publish passages from pages 198 to 219 of his manuscript until negotiations with the Chinese are completed.

Sir Robin was not sure what powers of sanction were available should Sir Percy resist officials' arguments. promised to send us a copy of Sir Percy's letter of appointment as Foreign Policy Adviser to the Prime Minister: perhaps there was a contractual obligation to follow the Cabinet Secretary's advice. Sir Robin also thought that civil servants' general terms and conditions required permission from an officer's Head of Department before publication of memoirs. He asked for the opinion of FCO Legal Advisers. I should be grateful for your help.
