HONG KONG: YOUR MEETING WITH SIR P CRADOCK
I submit a draft record of your discussion with Sir P Cradock this morning.

2. It was agreed that Sir P Cradock will telephone me on 14 December with the result of his overnight reflection. I will then draft a letter of advice from the PUS to the Cabinet Secretary enclosing this record of your discussion. Provided that Sir P Cradock goes some way to shading the points of concern to us, it will be a straight-forward matter of recommending that blocking the book would do more damage than making no objection to it. If, on the other hand,
Sir P Cradock greets our points with a blanket refusal, the judgement will be more tricky. I am still inclined to recommend that seeking to block the book would do more harm than good. However, in these circumstances we could recommend to the Cabinet Secretary the need for a sharper tone in public comments from HMG (and HKG).
