SIR PERCY CRADOCK'S MEMOIRS
1. Further to Sir Robin Butler's letter to the PUS of 7 December, Sir John Coles saw Sir P Cradock on 13 December. Sir Percy undertook to reflect for 24-hours on the changes we were seeking and to let us have his response. He has now done so. He called on me this morning and left with me the attached letter and a further revision of the final pages of his manuscript.

I now submit a draft letter from the PUS to the Cabinet Secretary, enclosing a record of the discussion with Sir John Coles yesterday, which Sir John has approved. As the draft letter indicates, Sir Percy has made some small moves in our direction and has blunted the most damaging of his criticisms. Given that he has now said more damaging things in public than are contained in the manuscript as revised, I do not believe that its publication next year would damage future negotiations with China. I therefore recommend that from the FCO's point of view we should say that we would not have objection to publication of the book as now revised.
3. Sir Percy said that he needed an answer by the end of the week. The clear implication was that he would then go ahead either with or without our imprimatur.
