You also disagreed with the Governor's judgement that Sir P Cradock was striving actively to scupper our objectives. He had the best interests of Hong Kong at heart, even if he believed our tactics mistaken, and would be happy to see talks succeed. There was no evidence that he had misused any of the information given to him on previous occasions. However, it is doubtful that these points could profitably be made to the Governor.
