I have taken separate steps to bring
Robin McLaren up to date on all this. I have in particular asked him to find a suitable opportunity to make clear to the Chinese side in advance that Sir Percy will be going to Peking in his private capacity, and that if we are asked we will make this clear publicly. I understand that the Minister for the Disabled, Mr Nicholas Scott, and his wife will be undertaking an official visit to Peking at the same time and will be staying with Robin at the Residence. Sir Percy will be making his own arrangements for accommodation.

Sir Percy also mentioned to me (as you may have seen from the British press) that he would be taking part in a debate at the Oxford Union on 14 May. The motion, to be proposed by Paddy Ashdown, will be "This House would give democracy to Hong Kong over the wishes of China". Sir Percy will be speaking to oppose the motion. He does not expect that he will win the debate.
