The Executive Council has recently decided that the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances should be applied to Hong Kong. MIFT
We contains a draft speaking note for use with the Chinese side. should be grateful for your comments on the note. If the Chinese are content, the next step will be to see into law the necessary
We hope amending legislation now in the course of preparation.
After this can be achieved in the current legislative session. that, we should be in a position to request you to submit a formal notification to the UN that the Convention applies to Hong Kong.
