WHAT TO LOOK FOR

JOB: Interior decoration, hair salon, night club, karaoke lounge, newspaper delivery service, seafood restaurant, martial arts club, mahjongg or massage parlour, small scale finance companies, real estate companies, cooks, waiters, and film industry jobs may indicate involvement with Triads.

TATTOOS: Eagles, tigers, dragons, birds and snakes are common.

TRAVEL: Frequent unexplained travel to Thailand, Macao, Eastern Europe and Holland may indicate involvement in drug/alien smuggling.

OF-156: A failure to answer question 35 may indicate a hidden criminal conviction. Many triad members conceal previous convictions on their OF-156.

Other: Permed hair on men, extra long fingernails on their thumb and little finger, attitude, wealth not commensurate with occupation.

AVLOS ENTRIES

1. Refuse case 214(b) if you believe the applicant has not shown he will leave the United States at the end of his visit OR you suspect that he is going to the United States to engage in illegal activities. Send to AFU for namecheck. AFO will decide if the case should be sent forward to LLO for namecheck. In most cases, only about 20-25 cases should be sent per week.

2. Enter case as an AVLOS 45 with a five year retention, if you have a strong suspicion of triad membership, but have no initiatory information as outlined in #3 below.

3. Enter case as an AVLOS 77 when you have one of the following:

a) a conviction for triad membership,

b) an LLO hit for triad affiliation, or

c) convictions for triad signature crimes and a background which matches the triad profile. These cases should be initiated for permanent visa ineligibility.

4. Enter as an AVLOS 29 hit for cases that have been confirmed ineligible by the Department after the advisory opinion has been submitted.
