WHAT TO LOOK FOR

PROFESSION: Interior decoration, hair salon, night club, karaoke lounge, newspaper delivery service, seafood restaurant, martial arts club,

mahjongg or massage parlour, small scale finance companies, real estate companies, cooks, waiters, and film industry jobs may indicate involvement with Triads.

TATTOOS: Eagles, tigers, dragons, birds and snakes are common.

TRAVEL: Frequent unexplained travel to Thailand, Macao, Eastern Europe and Holland may indicate involvement in drug/alien smuggling.

CONVICTIONS FOR SIGNATURE CRIMES: Many crimes indicate triad involvement. Most obvious is a conviction for triad membership. Others include:

Other: Permed hair on men, extra long fingernails on their thumb and little finger, attitude, wealth not commensurate with occupation.

CLASS ENTRIES

1. After the initial interview in which an officer decides to pursue triad ineligibility, the case is refused under 221g pending a triad interview and the applicant's fiancial documents. The team should send the case to AFU for a LLO namecheck. In rare cases, a DEA namecheck may be necessary. An applicant with frequent travel to Thailand for example might require a DEA check.

2. After the triad interview, the officer may decide to continue processing the ineligibility. The case is then entered as a code 77 refusal. The team should put the case on 90 day recall. The officer will draft an Advisory Opinion. When the applicant submits a rebuttal, the officer may decide to continue or drop the case. In the former case, the team will type the rebuttal into the AO document.

3. If the State Department confirms the Advisory Opinions, enter the case as code 29. The Team should prepare a notification letter for the applicant. Send the case to AFU for entry into our Triad database.
