THREATS
o In 1997, the People's Republic of China (PRC) will assume
control of Hong Kong. The danger exists that select Triad members will flee to North America.
o Law enforcement officials are concerned over growing
evidence that Triad Societies from Hong Kong and Taiwan are already engaging in illegal activities with American based COC groups. A good example may be seen in the relationship between the Sun Yee On and the Tung On Tong and the Tung On Gang. Intelligence data indicates that cross over membership is common between the groups and personnel and funds from the Hong Kong are not uncommon. The Sun Yee On (which is by far the best organized and most active) is also closely affiliated with the Wah Ching gang.
o Also of concern is the relative ease in which Triad members of Hong Kong are cloaking themselves in respectability by joining one of the Tongs.

INFLUENCED TONGS
o Tongs are basically business and fraternal organizations
with chapters in major U.S. cities with large Chinese populations.
o Tongs can be traced to Triad Societies in China.
o Triads and Tongs are organized along the same lines, have many of the same ceremonies and traditions, and are known to communicate with each other on a regular bases.
o Tong membership in most U.S. cities is made up of largely
non-criminals.
o The Presidents Commission on Organized Crime, in its 1986
Hearings, identified three major Tongs (Hip Sing, Hop Sing,
