(5) Mr Geoffrey Ma is only 36 but has already earned

the respect of both the Bench and the legal profession. He has been in practice since 1978. Seventy percent of his work is commercial. also does some admiralty work.

(6) Mr Gary Plowman is 47. He was with the Legal

Department from 1978 to 1984. Since then he has been engaged almost entirely in criminal trials, mostly in the High Court and the Court of Appeal. He behaves impeccably in court and has very pleasant manners. He is well-known to judges and the legal professions and his appointment as Her Majesty's Counsel will strengthen the senior criminal Bar.

The Chief Justice, in accordance with his normal practice, has consulted the Attorney General, the Chairman of the Bar Association, the President of the Law Society, a Justice of Appeal and two High Court Judges. All support these six applications.

I accept the Chief Justice's advice that the six applicants are suitable for taking Silk and recommend that they be appointed Her Majesty's Counsel for Hong Kong.
