HMOCS: HOME CIVIL SERVICE: SECURITY VETTING AND RESIDENCE

1.

·33

Thank you for your helpful letter of 20 August. We think we can take on board most of your suggestions, but have the following points:

2. In paragraph 3 of your letter, you suggest that the interpretation of the residence rule will not change by virtue of the creation of the SARG. But we had understood, from correspondence with the MOD last year, that

members/dependants of members of the Royal Hong Kong Police Force (RHKPF) are eligible for a waiver of the five-year residence rule, on the grounds that they are "resident outside the UK because of his or her parents' UK Government service". I would welcome clarification from the MOD on how they currently interpret the residence rule.

3.

I am not sure why you wish to delete the last sentence (in bold type) from our vetting section. It is one of our few bull points. Any objection to retaining it?

4.

In your amended version of sub-paragraphs (b) and (c) of the draft note, you state that "most" posts in the armed forces require security vetting. From discussion at the meeting on 21 July, we understood that most positions in the Armed Services would not require positive vetting (secret). Would using "some" be misleading, or could we use it?
