HMOCS Arrangements: HMOCS Association General Meeting

SUMMARY

1. The HMOCS Association General Meeting took place in a calm and businesslike atmosphere yesterday. However, despite the absence of any emotive comments, frustrations are apparent and consultations on the sterling pension safeguard are likely to be very difficult.

The Association held their General Meeting yesterday as scheduled. The purpose was to extend the term of office of the Committee for another six months, to note the HMOCS arrangements proposed by HMG and to establish a number of sub committees to examine the schemes in detail once received.

3. Copies of the Minister of State's letter of 1 December and the outline description of the schemes were handed out to the 300 members attending upon arrival. In the absence of Michael Cartland the meeting was chaired by the Vice Chairman, Chris Glover (Chief Superintendent of Police). At the request of the Committee the General Meeting was attended by Waters (CSB).

4. The Chairman took the line that as the Minister's Letter only enclosed an outline of HMG's proposals, any detailed comments or discussions would need to await receipt of the full schemes. Members were urged to consider these once available and let the Committee have their views (via 3 sub-committees dealing with compensation, sterling safeguards plus SPOS and legal and procedural matters) in writing. This was accepted unanimously.

The Chairman then gave the Committee's very preliminary assessment. They felt that the compensation scheme now appeared to be a traditional HMOCS compensation scheme with general right to retirement. This was welcome. However, whilst noting the
