1. I mentioned to you that Alan McDonald had some further comments on the draft compensation scheme. A copy of his fax is attached they refer to the draft scheme which I sent to you 7 June 1993. Grateful for your advice on the points in his paragraph 2.

On Alan's point about superseded officers, I can see no justification for compensation to be calculated using the salary of the next grade. If the officer is superseded in the interests of localisation, he will presumably be compensated under the LCS; if he is superseded for other reasons, then he merits compensation under the HMOCS scheme based on the grade achieved.
