I have received a number of comments on the Scheme both written and oral from Alan McDonald. I have amended the draft accordingly. The following notes draw attention to the changes, other than mere drafting and consequential corrections.

THE SCHEME
Long title: amended.
Paragraph 1: Date of commencement is left open.
Paragraph 2: new definition of "specified officer" replaces reference to HMOCS. Sub-para (iii) is straight forward on the assumption (is it justified ?) that it should be relatively easy to determine who was a member of the unified service. But sub- para (iv) is more difficult as we know from applications for membership of HMOCS. I have inserted a requirement that the Secretary of State should certify the necessary qualifications.
