ODA SURVEY SETTLEMENT AND SUB-PROGRAMMES

Thank you for your letter of 23 November.

Survey

2. I am content with your proposals for distributing the settlement between your sub-programmes, and for handling any GEF replenishment presentation. No doubt Our officials will be in touch over the details.

HMOCS package is not precedent (Brunei)

3. The compensation element of the HK pensions-related and I understand that a 1972 suggests that it should rather fall to the Aid Vote. But on the assumption you have met my financial concerns, I would not want to press any Vote attribution issue and am content to rest on your judgement.

4..

4. There is perhaps only one issue outstanding from this year: Douglas Hurd's minute of 27 October asked for an examination of overseas price movements and ODA running costs. 'I am content for this to be done, and understand that our officials have already made preliminary contact. But I of course have to reserve position on whether any change would be desirable.
