Hong Kong Overseas Public Servants Retirement Benefits Bill.

Purpose

To enable the Secretary of State (with the consent of the Treasury) to make schemes for the payment of compensation to Members of Her Majesty's Overseas Civil Service (HMOCS) by virtue of a connection with Hong Kong; and to make provision for certain safeguards in respect of pensions of members of HMOCS (and officers in earlier comparable service and their dependents).

Political Aspects

Assurance has been given to HMOCS in Hong Kong that a

compensation and pensions safeguard scheme will be put in

place by 1 July 1996, if not before. The Bill itself is

unlikely to be controversial in Parliament. However, the details of the schemes, should they be discussed in Parliament, may attract some attention and possibly criticism. The Bill is unlikely to be strongly opposed by any of the opposition parties.
