TIMETABLE FOR PREPARATION:
Preparation will depend upon us being able to agree with the Chinese side on draft legislation to establish the Court of Final Appeal in Hong Kong, and upon us being able to acheive its enactment by the Legislative Council in Hong Kong. Introduction to the Legislative Council is likely to happen at some stage during 1994/1995. Deferring the legislation for the Court of Final Appeal would leave us open to criticism that we were leaving insufficient time for the Court to establish itself before 1997.
