Thank you for your letter of 24 August'. that Martin Dinham had a word with you when you were last in

I understand Hong Kong, but I thought it right to drop you a line. When T received your letter I wondered whether it was indeed bakt to keep mr Mortimer away from all HMOCs engagements during hiз visit. I put the point to Government House and the Governor takes the view that it would be oda for Mortimer tu come here and have no discussions at all on the one iccue over which w and the Treasury are at loggerheads. He therefore thinka that if Mortimer calle on the Chief Secretary the issue should be on his agenda; and that if he does not call on the chief Secretary, he should see the Secretary for the Civil Service for that purpose. The Governor agrees completely with you and John Yaxley that Mortimer should be kept away from the IMOC3 Association.

Martin Dinhaw and I agree that rather than us taking this rather delicate matter forward at this end, it would be hest is you could feed these thoughts into John Yaxley who I understand is in the lead with Mortimer's programme.
