The Association fully supports and acknowledges and particularly the localisation of senior posts as an integral part of the transition process. Nevertheless it is a matter of deep concern that posts controlling the management of the civil service (Chairman of the Public Service Commission, Secretary for the Civil Service and most recently the Chief Secretary) are being localised ahead of other posts and without any prior or parallel announcement about arrangements for
HMOCS
Again there has been more than ample time to issue and it is becoming increasingly
officers. resolve this difficult to reassure members that their reasonable interests are being actively and seriously considered.
We understand that the general right for HMOCS officers to retire, to which you refer in your letter, will involve a phased withdrawal of personnel.
Such arrangements
underscore the need for an early and comprehensive statement by HMG of the terms of the HMOCS Scheme, and its administrative integration with the existing Limited Scheme to ensure localisation objectives are met in a timely and ordered manner.
I hope to have the opportunity to discuss these matters with you personally during your visit to Hong Kong in October. I also hope that before then HMG will be able to announce details of HMOCS arrangements and the timing
for consultations.
