On the point about Localisation of senior posts responsible for the management of the public service before any announcement of HMOCS arrangements, the Minister might wish to remind-the Association that the Public Service Commission remains advisory to the Governor, the Chief Secretary reports to the Governor and the Secretary of State still retains ultimate responsibility for the administration of Hong Kong including the management of the public service. There has been no constitutional change which in other territories triggered an HMOCS compensation scheme and to which Mr. Cartland is probably alluding.

6. In addition these posts have not been "Localised" as a result of any conscious Localisation policy decisions. Such postings and promotions have been decided on the basis of merit and experience. Any suggestions that with local officers holding such posts the interests of HMOCS officers might be overlooked should be rebutted in the strongest possible terms
