Problem
1.
How to take forward the issue of HMOCs in view of the
Governor's insistence that he cannot offer any further concessions?
Recommendation
2.
I recommend that the meeting between the Foreign Secretary
and the Chief Secretary, originally scheduled for 29 July,
should be held during October.
Background
3.
The Foreign Secretary discussed HMOCS with the Chief
Secretary in the margins of Cabinet on 1 July. The Chief
Secretary said he was keen to negotiate a solution with both
