1. In your minute of 27 October you said that the Foreign
Secretary would speak to the Governor on HMOCS. I submit a
checklist of points to make, in case he had the chance to do so
on the telephone over the weekend. We will let you have
tomorrow the contact telephone numbers for the Governor (he
leaves Hong Kong about lunchtime 5 November our time).
2. It would be helpful if the Secretary of State were able to
speak to the Governor over the weekend: he will be seeing the
Prime Minister for breakfast on 8 November.
